KD Ontime¡¯s Solution Description
KD Ontime offers a cost-effective, pre-paid/post-paid,
centrally managed Calling Card solution for
VoIP calling over public or private networks.
This solution provides full traditional calling
card functionality over IP with superior proven
voice quality. Service providers can bypass
the tolls and interconnection charges associated
with circuit-switched networks, enjoy low-cost
termination rates and expand their service
destinations via KD Ontime-certified partners.
The prepaid Calling Card solution lets service
providers capture non-subscriber revenue,
while avoiding consumer credit risk. Advanced
features include real-time (prepaid) billing
and a flexible IVR supporting multiple languages,
currencies and call flows.
Network Overview
Liaoning Telecom rolled out its calling card
services in June 2000. Liaoning Telecom¡¯s
VoIP network was initially comprised of a
single Network Operations Center (NOC) and
three POPS in Shenyang, Jinzhou and Dalian.
Each POP contained two carrier-class VGW2000
gateways, controlled by three KD Ontime Gatekeepers
in the NOC. The KD Ontime Network Manager
is installed in the NOC and performs central
management for the entire network. Billing
is performed through an interface to MIND¡¯s
advanced billing system.
Due to the high quality and attractive rates
of the calling card service, Liaoning Telecom¡¯s
business developed very quickly. Within several
months, the network began to experience problems
related to congestion and overloading. After
examining the issue, Liaoning Telecom management
made the decision to expand. Three additional
POPs were added in Anshan, Liaoyang and Huludao,
and network capacity was increased from 56
to 156 E1s. This expansion was completed in
February 2001 and effectively resolved the
previously encountered network problems.
